Town Comprehensive Plan

Introduction to the Comprehensive Plan: Purpose and Need

The Town of Big Flats, New York finds that it was necessary to update the 1998 Town of Big Flats Comprehensive Master Plan. The need for the update was driven by recent rapid growth within the Town who lacked suitable planning tools to manage the escalation in land use development despite population losses in the last decade.

Fundamentally serving as the resident’s vision for the community, the updated comprehensive plan provides a town-wide set of recommendations to allow the community to plan, guide and shape its future growth. Since a comprehensive master plan is the ultimate expression of a community’s “vision” for the Town, the updated comprehensive master plan also serves as the primary vehicle through which decision-making and future land use choices can be guided in a consistent and reasonable manner.

The Town of Big Flats Comprehensive Master Plan Update, although wide in its scope, attempts to address the Town’s myriad of land use and growth management challenges with an eye towards the future. Recommendations within the plan include a variety of planning solutions, regulatory measures, and engineering modifications. More specifically, it identifies the path to attaining the Town’s desired future vision through a discourse of major planning topics such as smart growth principals aligned with resident concerns, and subsequently, through the development of goals, objectives, and strategies towards achieving key results as they relate to smart growth and environmental sustainability.

The Executive Summary includes a brief overview of the background and history as well as the existing conditions within the Town. The summary then concludes with a brief overview discussion of the goals, objectives and strategies.

The Big Flats Comprehensive Plan contains the entire body of work conducted within the Town over the past two years covering the efforts and results of a rigorous public involvement process, data collection, constructive focus group engagement, community surveys, document and report reviews, mapping and code evaluations, engineering studies and inventories; and then ultimately, the recommended goals, objectives, and strategies developed to achieve the community’s vision crafted from the public’s input. Introduction to the Comprehensive Plan Purpose and Need:

The Action Matrix contains action items in relationship to the Goals, Objectives and Strategies as well as those entities responsible for carrying out identified actions. The matrix also outlines goal by priority that are matched to potential funding opportunities and those state and federal agencies offering financing opportunities.

The Comprehensive Plan Maps include an Existing Land Use Map describing current land uses within the Town, an Aquifer Protection Zone Map, and Existing Zoning Map showing the existing use districts within the Town, a Town Hydrological Map containing all of the Town’s water resources such as ponds, streams, and rivers and flood plains, a Natural Resources Map that contains features such as wetlands, water resources, protected wildlife or plant habitat, significant farmland or groundwater sites, a Public Services District Map showing water and sewer infrastructure districts, fire districts, and a Soils Percent Slope Map showing land areas with development constraints.
